Introduction

In the United States, legislation implies the need to pay attention to external and internal circumstances when determining the effectiveness of suggestions. The former guide their practical implementation by modifying the outcomes during emergencies, and the latter contributes to them by establishing leadership. Therefore, it is critical to understand how the House and Senate are affected by the specified factors and what insight a Biblical perspective can bring.

The Lawmaking Process

Lawmaking processes in the House and Senate have particular common features while being different in the underlying mechanisms. Both entities follow the same procedure of introducing bills to Congress, referring to committees and subcommittees, and considering them by leaders to make a decision (The White House, n.d.). Meanwhile, the key difference is in the fact that the House’s debate process is more rigid compared to that of Senate as it establishes clear time limits for speakers (The White House, n.d.). In this way, the bills of the Senate are more amendable in practice compared to those elaborated by the House.

Conditional Party Government

These legislative processes seem to be well-presented by the government; however, the consideration of the concept of Conditional Party Government clarifies their appropriateness. According to Teles and Saldin (2020), this theoretical approach means that the unity of ideologies is required for successfully exercising leadership. This assumption is complemented by the possibility of avoiding the promotion of personal agenda as well as ambiguous organizational structure (Teles and Saldin 2020). Hence, these provisions seem critical for the proper functioning of corresponding systems.

The examined Conditional Party Government fully explains the activity of the modern Congress in relation to emergencies. Since this theory claims that the unity of stances within the opposing groups is required for better control, the lack thereof can be attributed to unexpected matters. For example, the necessity to cope with the crisis caused by the pandemic is one such occasion in which leadership remains dubious (Teles and Saldin 2020). This experience proves that numerous standpoints clearly contradict the considerations of effectiveness. From this point of view, this understanding modifies the perception of the work of this institution. In other words, it contributes to the conviction that the activity of this body cannot be sufficient for overcoming obstacles on the way to people’s well-being and the government’s efficiency during similar events.

Biblical Perspective

The lawmaking process discussed above can also be viewed through the lens of a Biblical model of statesmanship. According to 2 Timothy 2:15, it is critical to “do your best to present yourself to God as one approved, a worker who does not need to be ashamed and who correctly handles the word of truth” (Bible Study Tools, n.d.). This statement implies that flexibility in coping with situations should be provided for the transparency of all actions of the involved entities. Thus, the activity of the House and Senate should be primarily regulated by the need to deliver credible results of examinations rather than individual standpoints. It means that the decisions made with respect to this principle can be deemed correct as per the religious teachings.

Conclusion

In conclusion, the most critical circumstances influencing the lawmaking processes initiated by the House or Senate are those related to the environment. It means that exercising leadership in the absence of unity of opinions of corresponding groups of activists should be avoided for a positive outcome. This idea is also supported by the Biblical perspective on the transparency and accuracy and, consequently, can be used as a solid basis for addressing challenges.
